The Manager, Regulatory Compliance is an integral member of the legal team, providing strategic input and sound counsel to the compliance department and senior leadership across The Duckhorn Portfolio. This role oversees "Grape to Bottle" and "Bottle to Market" regulatory frameworks, managing complex compliance requirements for 12 production sites. Key areas of focus include TTB reporting, label approvals (COLAs), bulk wine tracking, federal/state permitting, brand registrations, and export expansion.
Reporting directly to the VP, Regulatory Counsel, this individual will cross-train with the co-Manager of Regulatory Compliance to ensure a seamless, comprehensive approach to multi-channel distribution (DTC and Wholesale). The ideal candidate possesses a high level of integrity, critical thinking, and exceptional communication skills, helping to drive innovative solutions that propel new products to market in an ever-changing regulatory landscape.
What we will ask you to do:
1. Production & “Grape to Bottle” Compliance
Manage federal TTB reporting and compliance for 12 production sites, ensuring accurate and timely monthly wine premises operations reports.
Use InnoVint, NAV, and TTB systems to monitor bulk wine movements, report losses, and advise on Bills of Lading (BOLs).
Partner with Quality Control to maintain approved processing aid/additive records and ensure regulatory compliance.
Maintain California Deputy Weighmaster records, state registrations (CDTFA, CDFA), FDA registrations, and DUNS numbers.
2. Labels, Licensing & “Bottle to Market” Operations
Collaborate with creative teams to develop compliant packaging and manage federal label approvals (COLAs) and waivers.
Oversee federal, state, and direct-to-consumer licensing, including permits, bonds, and shipping registrations.
Develop and manage workflows for product registrations, distributor appointments, and regulatory filings.
3. International Export & Sales Expansion
Coordinate export documentation, including preparation, approvals, signatures, and notarizations.
Conduct regulatory research and maintain country-specific compliance tracking to support international market expansion.
4. Financial Collaboration & Systems Optimization
Support Legal and Finance teams with excise tax compliance, bond management, and tax-paid inventory movements.
Investigate month-end compliance and data discrepancies, partnering with Finance and customer service teams to resolve issues.
Evaluate and improve regulatory systems, workflows, and automation opportunities.
5. Legal Strategy, Leadership & Culture
Support strategic legal initiatives, including M&A activity and regulatory growth opportunities.
Provide compliance guidance and training for wine tracking and production teams.
Foster cross-functional collaboration while promoting company values, mission, and culture.
What you will need:
• Bachelor’s degree or equivalent practical experience required.
• 5 to 10 years of direct compliance experience within alcoholic beverage regulation or a complex commercial wine production environment preferred.
• Software Proficiencies: Mastery of industry tools and databases, including ShipCompliant, InnoVint, NAV, TTB.gov, FIVS, and Wine Institute resources. Proficient in MS Office Suite (Word, Excel, Outlook, PowerPoint).
• Must currently hold a valid Public Notary commission or be willing and able to obtain one within 90 days of the start date.
• Deep familiarity with TTB regulations, state ABC frameworks, tied-house laws, and standard multi-channel wine distribution paths.
• Exceptional written and oral communication skills, with the ability to confidently represent Duckhorn to federal and state regulatory agencies.
• Strong critical thinking skills, a natural drive for continuous learning, and the ability to pivot alongside changing laws.
• Proven track record of handling highly confidential corporate data with strict attention to detail, reliability, and responsiveness.
