Firefighters on the Kincade Fire shifted gears Wednesday as the anticipated strong winds did not materialize. Still, more than 5,200 firefighters remain to fight the blaze that has scorched more than 76,825 acres since last week. As of Thursday morning, the fire was 60 percent contained. Most residents - all but about 5,800 people living in burned areas - were allowed to return home by mid-afternoon Wednesday, beginning at 3 pm. Altogether about 180,000 north Sonoma County residents had been ordered to leave the area after the fire broke during the night of Oct. 23
