Virginia wine consultant purchases the state's second oldest active winery from Emma Randel, now 92 years young. She and her husband Jim first planted grapes in 1976 on a farm in the Shenandoah Valley of Virginia that had been in her family since the mid-1800s and opened Shenandoah Vineyards in 1979. Shaps had been her wine consultant since 2010. Shaps took over management of the winery in August, and the sale was officially completed about two weeks ago.

The regulators for their part are not helping because (at least with the California ABC) there is no ability to obtain reliable pre-enforcement rulings on any specific practice or program ... Bill & Hold is exactly the sort of practice that could (and should) be addressed (up or down) by a declaratory ruling statute. Some are now engaging in this practice, but effective compliance counseling requires an ABC that understands how business works, and that will adopt consistent policies that can be relied upon.

Private groups and the U.S. Department of Agriculture have launched programs intended to recruit former service members into the agricultural ranks. One private group, the Farmer Veteran Coalition, is based in Davis. It was founded in 2008 by Michael O'Gorman, who left a 40-year career in production agriculture to start helping veterans, after reading media reports indicating a disproportionate number of troops serving in Iraq and Afghanistan had roots in rural America.

In only five years, the number of positions certified under the federal H-2A agricultural worker visa program has risen to nearly a quarter of a million. According to the American Farm Bureau Federation Market Intel blog, that's a 108 percent increase during that time. In California, even with our large population of resident farm employees, use of the H-2A program has risen by 213 percent since 2017.
