Washington, D.C. – The Alcohol and Tobacco Tax and Trade Bureau (TTB) Administrator, John Manfreda, has announced the appointment of Mary Ryan as Deputy Administrator. As Deputy Administrator, Ms. Ryan will oversee all headquarters and field operations functions associated with TTB’s tax collection and consumer protection responsibilities.

Ms. Ryan brings nearly twenty years of experience in the enforcement of the Federal Alcohol Administration Act (FAA Act) and the Internal Revenue Code (IRC), through various perspectives, as counsel, supervisor and executive. Prior to her most recent position as Assistant Administrator (Field Operations), Ms. Ryan held the position of Deputy Chief Counsel and, previously, legal supervisory and staff positions directed to FAA Act and IRC enforcement covering all aspects of TTB’s jurisdiction. Under her leadership, TTB established what is now the Intelligence Division (formerly Trade Analysis and Enforcement Division), which has established TTB’s position in the area of tobacco and alcohol diversion.

Ms. Ryan graduated from Georgetown University in Washington, DC, earning an A.B. in English and Theology. Following additional studies in British and American literature at Harvard University, Ms. Ryan went on to Georgetown University Law Center, where she earned her juris doctorem in 1990. She is a member of the bars of the State of Maryland and the Court of Appeals for the District of Columbia.
