By amending the 1928 Importation of Intoxicating Liquors Act to decriminalize direct-to-home inter-provincial wine sales, the federal government opened the door to shipments from domestic wineries to consumers anywhere in Canada. However, some provinces and their Crown liquor monopolies seem unwilling to embrace the spirit of Bill C-311.
